Apparently it doesn't help to change the property at installer run-time.
Obviously, the localization transforms are chosen at installation start time
(either implicitly using regional settings, or from passed ProductLanguage, or
explicitly by mentioning e.g. TRANSFORMS=:1084), and not re-applied later.</pre>
