It seems the position of the tooltip is not consistent. It can be reproduced with the default point, but to make it more conspicuous, please use a large pointer. Control Panel -> Mouse -> Pointers -> Scheme -> Windows Default (large) (system scheme). Then, slowly move the pointer down to the "B (bold)" icon from above, not from below. If it is not clear, please refer to the attached screen capture (move.gif).
