<pre>LibreOffice writer suggests to correct straight apostrophes (which are called
typewriter apostrophes I believe) to curlier ones. However, if the word is in
all caps, for example: USSR's, it will be corrected to Ussr's (albeit with the
curly apostrophe). I would assume the correction should be case insensitive.
Apologies if this is not a bug, or if I am not using Bugzilla in its intended
fashion.</pre>
