<pre>The cause of the problem was a change to
$HOME/.config/user-dirs.dirs
see
peter@laptop:~/.config$ diff bad.user-dirs.dirs user-dirs.dirs
10c10
< XDG_TEMPLATES_DIR="$HOME/"

This was discovered by moving the home directory out of the way and starting
again with an empty home directory.
I am not sure of the cause of the change.</pre>
