Then replace the font! Regenerate as PDF (again problems) or exchange ODF or

No, not the case. And LibreOffice will use exactly the glyphs embedded in the
PDF document to render the PDF page by page--that is the Insert filter.
Opening of a PDF into Draw (or any other LO module) can not and should not use
the embedded glyphs--import opening is expected to be editable, how can one
edit when most of the font is not included with glyphs that are present in the
PDF?
When (and if) a font is embedded in PDF it will *never* be the full font!
Meaning, when a PDF is opened to view (and please be aware that PDF is not
intended to be edited--it is a *final* published format) an installed on system
font must be used.
LibreOffice's filter import opening of PDF into the Draw module does the
correct action acknowledging this fact--and performs font fall back replacement
for fonts that are listed as used in the PDF but are not present on the system
(in a recognizable form).
Another facet is that PDF generators are exceptionally bad at describing fonts
with "meaningful" names--and there is no requirement to match the system font
name, PDF are self contained.
If the LibreOffice filter import can not match the name--it performs font fall
back replacement! Again the correct and only possible option.
