The footer still has its empty default paragraph, and the frame is anchored to that. This frame is positioned such way that the last paragraph is exactly at the bottom border of the paper. In Writer the frame is not present in the Navigator as a separate entity. Its content is folded into the footer main text, before the default empty paragraph, which appears after the page number.
