<pre>Navigation of help (on-line or local install) via os browser was only part of
the OP issue with reviewing the Help articles.
If any thing it is worse now with issues of <a class="bz_bug_link
bz_status_NEW "
title="NEW - [NEWHELP] Handle <ahelp> tags in the UI"
href="show_bug.cgi?id=118148">bug 118148</a> linkage to "extended
tips" with <F1> or on mouse over or with keyboard navigation not linking to
correct article--on-line or local install. But this could be closed for bug
118148 for the <ahelp> impact on a11y.</pre>
