Background yes, but I've never seen a watermark feature in other programs that
hides itself behind document content which would make nonsense of the watermark
feature.

Also the watermark feature of the inbuilt pdf export is putting the watermark
on top of the document content. See attached documents with Writer watermark
feature in red and pdf export watermark feature in green.</pre>
