Pretty sure it was understood for its tear-away role; lots of other droplist/widget toolboxes that do the same. But, as the old <F5> Navigator was partially refactored to shoehorn it into the Sidebar as a deck--some of its widgets were not fully reworked to make them function as Sidebar content panels. Of course the current <F5> detached Navigator is just another instance of the Sidebar fraemwork (see <a class="bz_bug_link bz_status_NEW " title="NEW - Allow undocking of Sidebar decks" href="show_bug.cgi?id=85905">bug 85905</a>).
