The fact, that Microsoft Office does not use the element
<text:bibliography-mark> at all, is neither a problem of LibreOffice nor OASIS.
The feature request should go to Microsoft.
If LibreOffice does not convert bibliography entries and references correctly,
if it imports an .docx file, that would be an issue for this bug tracker. If
that is your problem, attach a .docx file that shows the problem.
If Microsoft Office uses entries, which are not contained in the above
referenced list in ODF, it would be an issue for the ODF TC. But currently new
features are only considered, if there exists at least one application, which
supports that feature. ODF allows in its "extended" version to add new
features. So in this case too, the first addressee is LibreOffice. And in that
case too, a .docx file with an example is necessary.
So please attach a small .docx file, which shows the problem.</pre>
