As I tested in <a href="show_bug.cgi?id=125849#c7">comment #7</a>, can't reproduce in 6.0.6 with Japanese UI. Just
tested 6.3.5 RC1 with Japanese UI again, confirmed that changing ruler unit
using right-clicking works, and the unit names are definitely translated.
