It is "garbage characters / messy code". It is very likely binary data, as
suggested by Ming Hua.
It works OK if I install this extension with libreoffice GUI.
If I install the extension on Fedora 31, with:
/opt/libreofficedev6.3/program/unopkg add -f ./linguist-1-5-1.oxt
Then it is installed correctly.
