<pre>Description:
When I start a new section near the bottom of a page, the section header often
is placed at the bottom of the page, while the section text starts on the next
page. I want the header and text together. I have tried several remedies,
such as Format-> Paragraph-> Text Flow-> Keep together with next paragraph.
This does not work. I have tried inserting an invisible paragraph
(non-breaking spaces) between the header and text, but that does not fix it. I
also tried fiddling with the orphan and widow controls. I finally resorted to
adding extra blank lines before the header, but then I get unwanted gaps when I
make changes elsewhere.
Steps to Reproduce:
1. Create a page of text.
2. Near the bottom, place a Level 2 header (One blank line before and after)
3. Add another paragraph.
Actual Results:
The header goes at the bottom of the page with 2 or 3 blank lines below.
Expected Results:
When I specify "Keep together with next paragraph" the header should move to
the top of the next page.
