<pre>I can reproduce this behaviour in v6.3.5.2 by enabling Track Changes first.
If Track Changes is enabled, "shift cells up" and "shift cells left" are both
greyed out in the Delete Cells dialog.
There may be a reason for this. If so then this restriction should be mentioned
in the help for Delete Cells.</pre>
