I think I've found a hint as to why the navigator functions are not available
in the customize menu.
I've never used the navigator much, but playing with it today I discovered that
the left and right arrow buttons are not, in fact, page buttons, but step
through various elements of the page depending on the select made by clicking
on the compass button (this whole system has several usability problems).
For example, if you click the compass, then the table icon, the navigator arrow
buttons will change to stepping through tables. The tooltips also change to
reflect this. Bizarrely, the corresponding buttons within the compass menu are
up and down arrows rather than left and right.
This likely explains why there are no commands are not available in the
customize menu.
How this is all coded should also provide the answer as to whether said
functionality could be added to the customize menu. It would be nice if someone
who is familiar with the code could comment.
