That's right, TooltipLabel can be used for this in WriterCommands.xcu[1] and,
as an added bonus, the keyboard binding is automatically appended to the tip.
Cool stuff!
I am confused about the wording to use for the tip. For the patch, I will
simply use 'To Previous/Next Page'.
Accelerators.xcu[2] contains default keyboard bindings. I think changing the
bindings should be done in a separate patch.
