There is a compatibility issue with macOS Catalina 10.15 and possibly macOS Mojave 10.14. I work using a Mac Mini 2020 model year running macOS Catalina. The 3D Effects problem happened on this computer setup. I have since installed LibreOffice version 6.4.3 on my very old Mac Mini running macOS High Sierra 10.13. The 3D Effects dialog opens without any problems and I can edit in 3D. I have also noticed that using macOS Catalina with LO 6.4.3 it is sometimes difficult to select items in LO Draw when creating a drawing. Conclusion, compatibility problem between macOS and LO 6.4.3.
