I know very few about signature and GnuPG.
I had to create a pair of keys so I used this tuto:
https://help.github.com/en/github/authenticating-to-github/generating-a-new-gpg-key

When trying "gpg --list-secret-keys --keyid-format LONG"
I got a non empty result.

Then I followed these steps on LO Debian testing package 6.4.3.2:
- launch Writer
- File/Digital Signatures/Digital Signatures...
=> a dialog window opens and main pane is empty

- Click on "Sign Document..." button
=> existing Certificate appears
or:
- Click on "Start Certificate Manager..." button
=> GnuPGKeys dialog appears

Could you first confirm that you've got non empty result when trying:
gpg --list-secret-keys --keyid-format LONG
?

If ok, do you also confirm you got nothing for both buttons?
