The Image appears to be pasted as OLE object (see

Shapes, Textboxes, Form, buttons, Frames, Ole are all still anchored to
paragraph.

Steps to Reproduce:
1. insert an image (jpg) into Impress
2. Copy the image & paste it into Writer
3. Check the anchor
Actual Results:
Anchor to paragraph
Expected Results:
Anchor to character
