The Sidebar -> Shapes deck shows only icons for the shape outline as drawn from the Icon theme set--they are not meant to be WYSIWYG preview of the resulting object. The Shape style, or Line/Area properties, as set will control what color handling the outline shape receives when instantiated on canvas.
