The IncreasedAnchoredObjectSpacing code in writerfilter/ is a hack to stay compatible with that is a Word layout bug, even confirmed by Microsoft. Very rare case. Restricting that hack to the bare minimum, just to affected documents is great idea. That above commit goes in that direction, so I would be hesitant to undo it. See core.git commit 8b73bafbc18acb4dd8911d2f2de8158d98eb6144 for a test file where that workaround is needed. If this bugdoc is rendered the "good" way in Word 2010 as well, then it's a different problem and the above commit just uncovered a pre-existing problem.
