<pre>Description:
On the toolbar in Collabra/Libreoffice there is a toolbar but not all the icons
in the toolbar are visible. You can select the buttons and they are working but
for example the B in the icon/button for Bold is not visible.
Steps to Reproduce:
1. login in nextcloud
2. open document
3. toolbar in collabora office is not visible
Actual Results:
no visible icons in the toolbar
Expected Results:
Visible icons
Reproducible: Always
User Profile Reset: No
