7.1+ : cannot resize while editing, but possible with Show Comment.
SO not cleat what's the exact change you refer to.

If there was a change, just write exact new behavior, instead of additional
talk .

No need to make too many reports on the *same* issue of resizing comments.
New report is for different issue, not the same issue that changed behavior.
So far this is Minor severity but High importance for being regression with
many CCed users and duplicates.</pre>
