The same happens for me on Ubuntu 20.04 with GNOME Flashback session. Current
LibreOffice 6.4.4.2. Graphics driver NVIDIA 390.132. Disabling OpenGL/OpenCL
does not help. Menu is missing only in GNOME Flashback, in GNOME Shell it is
present (but I don't want to use GNOME shell).
Uninstalling libreoffice-gtk3 package (as someone suggested on Ask LibreOffice
website) brings the menu back, but application loses most of the GTK styling
and looks like barebones X toolkit application.
