Does the Format > Clear Direct Formatting menu item list the shortcut, and it
just that it doesn't actually work, or the shortcut is missing also from the
menu item?

The command is called there just "Clear", and it's under the Format category.
(The issue with this short label is well known - see <a class="bz_bug_link
bz_status_VERIFIED bz_closed"
title="VERIFIED FIXED - Label changes for Toolbar use degrade function listing in the Customize dialog--have duplicate entries on the list"
href="show_bug.cgi?id=108458">Bug 108458</a>. There's some
kind of workaround using a tooltip in recent builds, but so far no complete
solution.)</pre>
