And it does.
* Tools > Options > Language > Locale = English -> new document, dummy text +
footnote = left-aligned
* Tools > Options > Language > Locale = Hebrew -> new document, dummy text +
footnote = right-aligned (both text and footnote)
Following the discussion with Mike you may have a misconception how it works-
not blaming you but UI (don't see how we can improve without worsen things) and
documentation. That's why I suggest to make it a duplicate. But maybe I'm wrong
with the inheritance.
