        <pre>Description:
I seletct a non English named file,the name can not show accurate,if I try to
open,the software show "General input/output error.".

Steps to Reproduce:
1.Open Remote Files;
2.Add a FTP;
3.No options to change charset.

Actual Results:
If I try to open a non English named file ,like Chinese named file,I will get
"General input/output error.".

Expected Results:
I can change charset to GBk and open a Chinese named file successfully.
