You can't get there from here! The Start Panel is currently only exposed when
the last module with an active document is closed. Changing that is work needed
for <a class="bz_bug_link
bz_status_NEW "

href="show_bug.cgi?id=77590">bug 77590</a> -- this is just about adjustment to the two Navigator
decks--detached F5 and the deck held in the Side Bar.</pre>
