Excel has 2 options, which I think is good:
1) use Windows' settings (default)
2) custom settings for Excel
Further, I am using LibreOffice with Linux, and it may not be so obvious which
is the locale settings on a Linux system, since it may depend on the desktop
(Gnome 3 or 2, KDE, XFCE, LXDE or LXQt,... In this case, overriding the
system's settings, if any, is desirable.</pre>
