<pre>Can not confirm on Windows 10 64-bit en-US (1909) with NVDA 2019.3.1 sounding.
Opening the 'Format cells...' dialog with the <Ctrl>+1 shortcut and applying a
date format change does not crash.
But, with <a class="bz_bug_link

href="show_bug.cgi?id=135330">bug 135330</a> crashing for the Word Count dialog as it is querying the
locale for thousands separator, guess it is conceivable to have a similar crash
with OLE based AT sounding if querying for a date format.</pre>
