The Border option¹ is useless when:
a. choosing menu `Table` - `Insert Table…`; or
b. pressing `Ctrl+F12`; or 
c. clicking `Insert Table` icon and choosing `More options…`.
With the three ways it opens the Insert Table dialog with "Default Style"
preselected (which has borders).

Clicking the `Insert Table` icon (Standard toolbar): When Border option is
checked, using the icon creates a table with borders; if Border is unchecked,
it creates a table without borders.

¹ Choosing menu Tools - Options - LibreOffice Writer - Table, below New Table
Defaults.

Steps to Reproduce:
1. Choose menu `Tools` - `Options` - `LibreOffice Writer` - `Table`, below New
Table Defaults, and uncheck `Border`, `OK`.
2.a. Choose menu `Table` - `Insert Table…`; or
2.b. Press `Ctrl+F12`; or 
2.c. Click `Insert Table` icon and choose `More options…`.
3. Press Enter.

Actual Results:
Creates a table (default size 2×2) with borders.

Expected Results:
Creates a table (default size 2×2) without borders.
