There is no option to open/view Tip of the Day in LibreOffice (up to my
knowledge). It is no available in Help menu. My suggestion is to provide an
option somewhere to manually invoke/open Tip of the Day. The option/command
could be placed in LibreOffice Help or View menu, and/or in Help/Documentation
(F1 Help).
Steps to Reproduce:

Actual Results:
The "Tip of the Day" is opened only automatically and only once every day.
Expected Results:
User should be able to view/open/access the "Tip of the Day" anytime from
somewhere in LibreOffice.
Reproducible: Always
