These are wrong steps.
Source file can only be ODT from LO or DOC/X from MSO, not DOCX from LO.
And source DOCX from comment <span class=""><a href="http://bugs.documentfoundation.org/attachment.cgi?id=157891" name="attach_157891" title="Zip with original docx file and converted odt file">attachment 157891</a> <a href="http://bugs.documentfoundation.org/attachment.cgi?id=157891&action=edit" title="Zip with original docx file and converted odt file">[details]</a></span> is wrongly LO.</pre>
