In essence: The function is more that just "fix something broken". It is more like a generic function to put arbitrary content into frame / move frame content from frame to outside. It asks for a toggle (bidirectional) function; close in spirit to "Convert text to table/table to text". The "put to frame" functionality already exists when you select something and create a frame.
