I see this as a symptom of the mis-feature that is the ribbon mode ("tabbed
view"). It has seemingly not gotten a lot of attention in implementation
considering the missing and oddly-placed buttons, of which this is a prominent
example. And devoting this time may not be a sound investment of developer
resources.</pre>
