Very simple reproducer document

I managed to reproduce the problem. 
We need one frame in Word with two (does not happen with one) paragraphs. 
One of them also needs a paragraph border set.
Open it in Writer and boom: no frame :)

This frame does not need to be in the header, breaks in the document body too.</pre>
