Current behaviour is logical. I must admit that I too get annoyed when I want
to apply a different style. However, usually, I want to edit the style of the
paragraph I click on - so in that case I am happy that it jumps to the current
style.
I too use "applied styles" filter when trying to accomplish the tasks described
by OP.
Only illogical behaviours should be changed. Many people will have built their
workflows around the current behaviour. NOTABUG as others have determined too.
