I think, that it is the correct behavior for Draw. The unit is part of
ooo:view-settings in settings.xml. It is element MeasureUnit with value 2. The
kind of unit is specific to the drawing. You might want to show a circuit
diagram in Millimeter, a garden plan in Meter or a terrain measurement in
Kilometer. Keep in mind, that the document unit is used in "auto"-mode of
dimension lines.
I have not looked, where in the code it happens.</pre>
