Pictures in the header or footes: Mark as decorative.
Then PAC 3 tagged the pictures coorect
[2] Pictures in are figures in the TAGS in the structure below the H1 Tag or p
tag. PAC 3 says: possible inappropriate use of the structural lemet figure.
If you change the figure tag to the top, there is no mesage from the PAc3
checker
[3] Same with DIV tag for caption.
[4] PAC 3 message to internal table of content: Hyperlink text is equal to the
link address
