<pre>These bug reports just need to be closed. Ultimately, the human needs to learn
the tool they are using.
This works exactly how it should. When you press Ctrl-Enter, you are on a
specific paragraph, and are setting properties on that specific paragraph. Of
course it has to be applied to a paragraph - where else can the
start-the-new-page-here be attached to?
And of course, a page style change has to begin at/define a page break. That is
why Insert - manual break - page break with page style exists, which is how I
would imagine most users would handle a page style change. It is nice, easy to
find in the menus and is exactly where you find the regular page break.</pre>
