> Double Clicking a Page Style (Sidebar -> Styles -> Page Style) should insert
> a (new) page break if not already present

So then how would you go about changing all of the pages to a different style
in a large document? No, the only logical way is to have the human insert page
breaks where they are desired.

The current implementation is not wrong, and it is logical. Any change to it
would be considered a bug. WONTFIX.
