Using the STR from <a href="show_bug.cgi?id=138727#c0">comment 0</a>, I can reach the corresponding "General Glossary"
page of the online 7.0 help:

However here the page scrolls fine.
Nick, are you sure your local help is up-to-date? How did you install it? If
you don't know or are not sure, please install the matching (7.0.3) version of
help, either from TDF offical packages at
