Steps to Reproduce:
1. Open the attached database.
2. Open the units form.
3a. Delete the city list box
3b. or clear the city list box data field property
4. Save and close form.
5. The form cannot be opened
Actual Results:
When trying to open the form: "The document "Units" cannot be opened.

Expected Results:
The form can be opened.
Reproducible: Always
