<pre>The characters that constitute installation path have nothing to do with UI
language that program uses by default - the default follows OS settings (and
installed set of UI languages). A path may have characters of more than one
script (e.g., Russian, English, and Japanese); and the language may be
impossible to detect (what is the language of directory names "a"? Spanish?
Czech?)
And overall, this is unreasonable. Absolutely. Closing WONTFIX.</pre>
