Description:
By default, cell text has "Default" alignment. However, new comments seem to be
created in Left alignment.

I'm not sure how wise that is generally, but certainly this should not be the
case when "everything" is RTL rather than LTR.

Steps to Reproduce:
1. Create a new spreadsheet
2. Set the Default Page Style's direction to RTL
3. Set the Sheet direction to RTL
4. Place cursor on some cell (note that cell direction is RTL)
5. Create new comment

Actual Results:
Comment alignment is Left

Expected Results:
Well, this is tricky. Let's say that, at least, the comment alignment should be
Right.

Reproducible: Always

User Profile Reset: No

Additional Info:
The alignment should be "Start" - but for that to happen, <a class="bz_bug_link
          bz_status_NEW "
title="NEW - Comprehensive support for "start" / "end" text alignment"
   href="show_bug.cgi?id=131192">bug 131192 needs to
be resolved.

It's an interesting question what should happen when the page style, the cell
direction and sheet direction don't agree. There should be a clear and
reasonable logic for choosing the default direction of a comment.

Also, I'm not at all sure the comment alignment shouldn't just be Default.
