Keep it set. Whether the line is set or not is kept when you chose DontChange.
I don't see an issue here, rather a (small) regression if we follow your
implicit suggestion to drop this state and toggle lines just on or off. I guess
the state was introduced in first place to make the presets more powerful, eg.
use red lines for all borders and blue for the outer edges.</pre>
