<pre>Description:
Sometimes, when you have a vertically merged cell in a table and you position
the insertion point on the first row and press <down>, the insertion point does
not go down.
Notes:
* This happens all the time for me in one particular table where I have
repeatedly merged and split cells (see attachment); the misbehavior persists
when the table is copied to a new document. It does not happen in a new table.
* Other types of navigation, including <up> and <right> work fine.
Steps to Reproduce:
Open attached document. Go to merged cell and press <down>.
Actual Results:
Nothing happens.
Expected Results:
Insertion point should move to the second row.
Reproducible: Sometimes
