<pre>Since DesignMode=on is saved in the document, it is a property that must be
honoured on import. Using it puts the burden on the developer to turn it off
when it is no longer appropriate. (Developers should test their work before
handing it out to be used.)
An end user having trouble filling out a form should first complain to the
person who designed the form - so that the form is fixed.</pre>
