This is most likely caused by Windows update of 2021-03-09 (KB5000802) and
hence a duplicate of <a class="bz_bug_link 
          bz_status_RESOLVED  bz_closed"

   href="show_bug.cgi?id=140952">tdf#140952</a>.

Solution: 
Windows -> Settings -> Update & Security and install latest patches (at least
optional Patch KB5001567). 

Feel free to reopen, if the conclusion is not correct for you.
