When I create a header and define it separately for the first page, it is also
defined as separate for the first page. By changing the footer property to
"same for all pages", the header for the first page is lost. This is easily
reproducible. Sorry, I use Russian.

Steps to Reproduce:
1.make few pages in Writer
2.create top header
3.uncheck props to "Same content on first page"
4. create footer
5. see props and uncheck "Same content on first page" 
6. Loose header.

Actual Results:
Lost header of first page

Expected Results:
don't lose header
